I think a little background for Beta-Nine just to explain my thinking here:
Since the return of Voyager in the late 24th Century, Starfleet scientists have been debating about inspecting and taking advantage of, the Doctor's remote holo-emitter. Certainly an incredible device, the advances it represents could revolutionise Federation Science. However the Temporal Prime Directive suggests that it represents a potentially dangerous threat to the time-lines, coming as it does from some 400 or 500 years in the future.
Eventually, however, a compromise was reached, whereby a team of Federation scientists used the notes of Lt. Belanna Torres and the logs of the USS Voyager to point them in the right direction of developing a prototype portable holo-emitter.
Somewhat larger than the Doctor's 29th Century version, the current model is, however, easily replicable leading Starfleet to employ its use on the new USS Voyager-A as Starfleet's first ever truly expendable crew-member.
In situations where it is too dangerous to send a living being, or a physical artificial lifeform (e.g. an android), the Emergency Hazardous Situation Hologram is deployed, uploaded with the memories and experiences of the last one and sent into the midst of the dangerous situation.
The Beta-Nine is effectively, unkillable, using a continuous upload stream to update its central program in Voyager's computer core with its ongoing experiences. If the portable unit is destroyed, another is replicated and the program re-uploaded to it. This leads to a strange, pragmatic approach by the Beta-nine program, described by psych-evaluators as "gung-ho" and "devil may care".
So there it is: Got a hazardous, suicidal job? Need someone to find out what's in that dark cave? Can't quite reach your hyperspanner because it fell behind the live plasma-stream? Send in a Beta-nine. Also called "Redshirts" after the legendary life-expectancy of Captain Kirk's security and operations officers.
Hope you like the concept. He's not a god-like being of tremendous power, but more a Captain Scarlet (Google it if you're not sure).

Mr JSpaced10. I'm going to allow your Holographic Character. However be advised, In Ishimura the Mobile Emitters have been in use since the 2380s across the Federation for Emergency Command, Medical, Security and Engineering Holograms. I'm interested to see how you play this character.
Hi, if they're in general use in your setting then I want to withdraw the character. I see him as an experimental development, rather than an everyday ho-hum thing. Yeah, consider him withdrawn. (Also Real Life is not cutting me a break at the appropriate time, so I won't be attending a session for a while.)
Well all starships as of the 2380's come with Holoprojectors as standard equipment. Read the Database for info.
Myself and Greg (Who will be playing the CSO, your boss) Are very interested in how you would play the hologram. He wouldn't be a "ho-hum" Thing and you will see why this Sunday if you are able to attend and he may very well be an experimental thing :)

Lucas there is probably a very good reason that character has been assigned that rank, think about it. These people are professionals and everything they do has a reason that will become clear in the future of their stories.
