You launched ioCow, not rpgxEF.
the "launcher" in the complete edition folder doesn't run anything
What are you using to start EF? The launcher? The desktop shortcuts?

im using the executables in the source folder
edit i got it working, the installer put the CE launcher and rpgx files in a folder inside the complete edition folder
I see. That's unusual. Did you upgrade recently?
Which executable are you using? Could we have the names?
the executables in the folder are launcher (does nothing), rpgsce and rpgxEF (both load standard holomatch first)
i know rpgxEF is meant to be the right .exe but it can't find servers as of trying today
Try /connect rpgxef.last-outpost.net.
