My friend is trying to run RPGXCE but everytime he trys to launch it, it says "error: 18569s4816" could anyone tell me what this means?

What pc does he have? Windows XP, Vista, 7? Is he using a Mac perhaps?
What are the specs of the pc?
At what time in the installation process does this error come up?

Any more info would be helpfull.

Well we just kind of dropped it and got a full elite force install.
