There are 50 levels in Star Trek Online and they are as follows (in order of FED/KDF/ROM):

Level 0: Cadet/Warrior/Citizen (you will start here during the Tutorial)
Level 1-10: Lieutenant
Level 10-20: Lt. Commander (ROM: Centurion)
Level 20-30: Commander (ROM: Subcommander)
Level 30-40: Captain (ROM: Commander)
Level 40-45: Rear Admiral, Lower Half/Brigadier General/Subadmiral I
Level 45-50: Rear Admiral, Upper Half/Major General/Subadmiral II
Level 50: Vice Admiral (KDF: Lieutenant General)

There are also 5 tiers of ship. Your starter ship is Tier 1, and your Lt. Cmdr Ship is Tier 2, and so on. Level 40-50 is considered Tier 5, the last tier in STO.

In The Last Outpost Fleet, an invite is required to enter the fleet. Once invited, you can ask the STO Staff to promote you to the correct rank.
