Yes.

rpg_effectsgun 1 = effects on and grenades off
rpg_effectsgun 0 = effects off and grenades on

So, yeah, you want it set to 1, not 0. :P

When i was messing around with trip mines, i logged out of admin to detonate them but i was still holding the admin gun, when i logged back in it would only fire those little balls.
